Normally, these buttons do work as toggles. They may not if the selection includes conflicting settings, for example, if part of a selected paragraph is bold and another part is not. If nothing is selected (that is, the insertion point is blinking), clicking a button would turn off the corresponding attribute at the insertion point. But what you said about macros got me on the right track. I had recorded a macro called 'Bold' in order to copy and use the code in another macro. But I hadn't deleted the recorded macro, so I think that confused Word. Once I deleted the recorded macro and restarted Word, it seems to be working as expected. I checked this in both existing and new documents, and with both the button and key combo to be sure. This has been a nuisance for awhile. Thank you so much for your help Stefan!
